*Password Verification on connect - if pass is wrong, player will have ALL CHALLENGES reset, NEGATIVE stats and will be kicked.
(The pass is 3 3, when entered an admin has to shoot you to be verified)
But just skip all this and add your name as an ADMIN as shown below.
Open the _missions.gsc and put your name in the list:

How I do it (works most of the time, sometimes i still get enemies forfeit)
Start host tool, then mw2 (you should do this in windowed mode)
Once you get to the main menu, go to your console & follow the instructions on You must login or register to view this content. website to load your hacks into mw2.
After mw2 has restarted (this WILL happen, so don't panic) you go to find game & press F5 straight away.. On the Host tool it will say Lobby searching disabled (+ you'll hear this funny noise )
Press F4 to change the match settings to whatever you want them to be (i found it impossible to change to FFA when you "find game" in TDM)
after you changed the settings, go back to lobby, press F5, let it search for a few seconds & then press F3 (start game)
If you're lucky someone should join shortly after you (works for me, not sure it will for everyone though..)
& voila, ur hosting a hacked lobby
