So I try knifing to level it up, and for some reason no kills get added from knifing /facepalm

Because the whole reason for Scrambler is to jam the enemy team's radar, thus making it not possible for them to see red dots when an unsilenced weapon is fired. Therefore it has to be gun kills because that is the main purpose of it.
Ninja "Close range kills" however are different becauase the purpose of Ninja is to be able to get as close to the enemy as you can, in which case, you'd knife.

But what if you don't have Cold-Blooded on, and the enemy has a UAV in the air (plus I'd doubt you'd ever use CB with Scrambler), so you show up on the radar until you get close enough to knife? plus, you still show up on the radar if you shoot... but just not if you're like 10 feet away from the person

Scrambler just is a waste.

hell nah its a great perk!!!! in hc. lol especially with marathon,lw,scrambler. running around and those pesky claymore are fun to run by . the click but they dont go boom. especially in hc ctf. i love this perk for those reason. but it ****ing blows on standard mp

dont need it to get past claymores, on sub base you know the stair case that leads into the upstairs part of that little building by one of the spawn. a guy in search aid 3 claymores there with only marathon i got past all three without dieing and knifed him, i used ninja

those dudes were noobs. if you hear your claymore all you have to do is press square and it goes boom. plus remember i said hardcore and your talking about sub base and anyone can get lucky

Really? i didnt know pressing [] made it go BOOM as well? i know double tapping [] works for c4 but not claymore to my knowledge

claymore also , but only when you hear the click
