Price launched a nuke into an upper level of the atmosphere. Since it went off in the atmosphere, it acted as an EMP, knocking out all the electronics in D.C.

Price never said he launched an EMP and he also stated what was on the sub...which in summary was a lot of nukes.

The only people that stated it was an EMP were the Rangers, and they didn't know what was going on.
