ok so first set your clan tag as % while your in the pre-game lobby.
if your clan tag stays at % you are host.
But if it goes to . you are not host

Or just press select while the game is counting down .

Easiest way is if your hosting a party go to the game mode you want and make sure it doesn't merge lobbies.
