Heres your answer. The "mod menus" of 1.11 were using GSC aka Game Script Coding. It was the scripting language for the game to create content. In 1.12, they blocked use of it. If you want technical details, view some threads I have started. They however have over-looked CFG files. CFG files allow some game commends to be ran. Commands ARE NOT functions by-the-way. They are mostly used to configure your controls with "bind" and such, and can set dvars.
We are basically left with what we can alter in CFG mods, which isn't much. Though we still have the ability to emulate a mod menu, it really is not as good I must admit.
