Yet when I say this message in Modern Warfare 2, it reads:
Press [{+actionslot 1}] For Menu.

Do I need to put brackets, or quote's or something around it?

have you binded dpad one to something? that would stop it being +actionslot 1 maybe

If your menu is named vstr menu, try changing it to:

    say ^5Press [{vstr menu}] to open menu

Probably won't work, but hey it's an idea.
