Would it be possible to modify the patch_mp.ff file in a 1.12 MW2 .pkg and then use PS3 Proxy server GUI to replace the legit package when it asks you to update?

Or can you not do this because you'd need the keys to repack a 3.66 pkg?

You wouldn't be able to install the Pkg. It doesn't work, trust me .
