If you don't have radar on, they don't have radar on. Are you using ninja pro? They may hear you running up to corners, hence the reason they are pre-firing.

A lot of people that have two ps3s use radar on/aim assist patches for competitive gaming. There isn't really anything new. Radar always on can't be given as an infection, so you're just unlucky. Or maybe that's just the way competitive mw2 gaming is now, I don't know. Best chance is to record the game/killcams and report them.
