it may be in a zip file , if so you will need winrar to open it then extract the contents to anyplace you wish

i have winrar and ive tried with the firewall do i just turn the whole thing off? or just exceptions also it says it cant initialise it is that the protect??

Ok so i downloaded the NET.framework 3.5 and im a step further iopen click run and it comes up with just a small error wich is just a small box with an ---> ! inside but still cant open patch blocker
