This code sets all players sprint and movement to no value.

It then glitches and creates a lag like effect.

    g_speed -1

You can then also have it in a toggle so like

    toggle g_speed -1 190

This code will make everyone in the game lag (It will effect you aswell) when they or you try to move/sprint

BUT

You can still move with the dive perk

The dive perk also known as superman will allow you to move as g_speed does not effect it.

You will need your name in the setPerk for dive perk to work but there are lots of threads on that so I wont go into it now.

this isnt classed as lag,its more of a freeze controller command, nothing lags when you use this command, oh and you forgot jump_height 1 and g_gravity 0.
