but i guess nothing can be done, as the bullets act as like a grenade launcher, when the grenade explodes, its at the end of the killcam

There is no difference between a normal killcam and one with explosive bullets. Thus, on 1.13, you cannot change the killcam timer for those with explosive bullets on. You can change the killcam timer (as host) when you have explosive bullets on, but it will affect everyone in the lobby.
