No, as long as you're on 1.14 it will work. I would guess that menu files don't match up to the activation. Make sure the mother file is correctly named and placed in the correct directory of the USB (if required).

I've searched ngu and apparantly it doesn't work if you downloaded it from psn..

you have to buy mw2 from a shop no a playstation store because its not the complete version
