EDIT:People were asking for a source on the Pro perks which im Not sure are confirmed here it isYou must login or register to view this content. Well the sorce looks reliable.

Assuming all Perks will return From Call of Duty 4

I thought I show My thoughts on what their 'Pro' Counterpart will be-

Last Stand: (Most likely be Second Chance) :
Normal: Player Pulls out pistol when downed.
Pro:Faster Reviving or Longer time In LS mode

Marathon: (Replacement of Extreme Conditioning)
Normal: Player gains Unlimited Sprint
Pro: Player Climbs over Obstacles Faster.

Sleight of Hand:
Normal: Faster Reloading
Pro: Look down Sights Quicker.
Swap weapons quicker (Pathetic Bowlers Guess)

Scavenger: (Probably replace Bandolier.)
Normal: Fully re-supply Ammo from dead enemies.
Pro:My guess Is if something that cant be re-supplied using normal will be re-supplied with Pro - e.g Claymores, Grenades.

Bling:
Normal: Player has ability to have two weapon attatchments
Pro: My guess is your Secondary weapon can Hold two attachments.

Stopping Power:
Normal: Increased Bullet damage.
Pro: Increased Bullet damage against Helicopters and Planes

Lightweight:
Normal: Improves Mobility (Move Faster)
Pro:My guess is you can move faster whil crouched or Prone.

Hardline:
Normal: Killstreaks require 1 less Kill
Pro: Deathstreaks require 1 less Death.

Cold-Blooded:
Normal: Undetectable by sentries, UAV, air support and Thermal.
Pro: My guess Is that you'll be Undetecable by more things Maybe Claymores And Dogs Maybe if there one of Killstreaks.

Steady Aim:
Normal: Increased Hip Fire Accuracy
Pro: My guess Less recoil When aiming down Sights.

Scrambler: (Probably replace UAV jammer)
Normal: Scrambles enemy UAV in a Small radius.
Pro: My guess Scrambles UAV in a Larger Radius.

Juggernaught:
Normal: Increased Health.
Pro:My guess Increased Health against Air Support.

Martydom:
Normal: Player drops a live grenade when Killed
Pro: My guess Timer of grenade dropped is shortened.

Eavesdrop: (Most likely wont be in MW2)

Iron Lungs:
Normal: Hold Breath longer while sniping.
Pro: My guess Hold breath for even Longer.

Deep Impact:
Normal: Deeper Bullet penetration.
Pro: My guess is Bullets do more damage when penertrationg through walls.

Dead Silence:
Normal: Make less noise when Moving.
Pro: Reduced Noise when Jumping and Falling (Longjohnsilver's Guess)

Double Tap:
Normal: Increased Rate of Fire.
Pro: Not Sure
Aim down Sights Quicker (Pathetic Bowlers Guess)

Also Probably all things such as C4 and Claymores will be moved to the equipment section in MW2.

And Im not saying all the perks are coming back im just assuming.

If you'd Like too say your own ideas on what the Pro ability of Perk will be please Write them.

Also the ones I haven't put 'My guess' with are from a different website not sure whether they Confirmed.

Nice thread here! I valid subject that should be discussed. I totally forgot about upgraded perksGasp. I'm liking your guesses, they sound feasible.
