From what I believe the FMJ(Full metal jacket bullets) replaced that. Basically its an attachment that allows your ammo to penetrate things easier, such as wall, glass etc.

It means destroying enemy kill streak rewards 40 times for example helicopters, ac-130 and using counter-UAV...however with the cold blooded perk it should be a lot easier as u will be undetectable on uav and not being targeted by attack choppers and gunship...correct me if i am wrong
