How do you get Voyeur?

Its pretty hard trying to get kill someone with the riot shield because it takes two hits managed to get one kill just there.

I got it while sniping, i watched him for a few seconds. Waited for him to go towards a care package and.... BAM HEADSHOT!

I just ran about the airport level hitting people with the riot shield there and got 5000 xp on challenges and unlocked the Protect and Serve, Impaler, Blunt Trauma and Completely Numb call signs. Smile^
