of course they are fair.... You can kill them with nades, knives and by shooting their feet (if their standing up) if not just run away lol

If you try that shit with my RS I'll just lure you and then ta-da throwing in your neck while you attempt to reload, and as for explosive Blast Shield works great except maybe for semtex stuck to my ass.

Anyways they're totally fair. Sure they make the person almost impossible to kill, but to them, you're just as hard to kill. The only way to kill somebody with a riot shield is hit them, maybe a couple of times, and they're generally moving.

The rot shield is so OP, they should make it that after a certain amount of rounds the sheild cracks and holes appear or something like that.

I have no problem taking out riot sheilds, i just shoot their feet or throw a symtex behind them. X )
