The clip is small, but if you have scavenger you will not have problems with ammunition.

You call that balance? Every gun is a 3-4 hit kill.

Guns, perks, etc.... are all balanced well in the game. No question about it. Somethinng always counteracts something else. I do love how it doesn't take half a clip to take someone out. That's a great change from the last two titles.
