For me the main difference is though, that stopping power with m16 can be the difference between tapping the fire button once and not having to worry about it, or having a different 2nd perk like cold blooded or something, and shooting a guy just before he runs around a building and now I have to worry about him coming for me..
I see what you're saying. I try not to camp, if I do, it's because I'm holding down an area or sight, attempting to prevent pressure coming from an area while my allies move (even if they're not working with me, I'll just use their movements to my advantage). Still, I guess it all comes down to what you're trying to do, and your technique for doing it. I don't mean to brag, but I am really good at getting headshots because I have different techniques for every gun to inflict maximun damage as quick as possible, and that last bullet usually hits the head (between COD4 and MW2, my headshot/kill ratio is about 1:8.5-9). Which pretty much means I'm hitting that lethal zone that is midchest-to-neck, and using the natural recoil, judging distance etc so that the next shots go right towards the head. It takes some finesse, but headshots imo are the difference a lot between the "see each other and aim at the same time" moments on who gets the kill, regardless of what gun you use and what perks you have...obviously though a sametime trigger pull with a shotgun is going to beat an LMG, but those headshots make a difference. The reason why I mention this is you pointed out a reason right here...

FAL is like this game's version of the M14 from MW2. People could try to light me up with an M4 with stopping power, but if you get that 1 shot in on the head, you win the matchup. Obviously though, you need stopping power to do this. However, if you have a good trigger finger (again, not to brag...this works with my headshots, I have a very fast trigger finger....almost anyone that plays paintball will have it), you can easily get two shots with a FAL, and if you use the natural recoil and some finesse, you can get that second shot in on the head, which will result in a headshot kill.
It takes some finesse, and I understand it doesn't work for everybody. Really depends on how you play.
So you get that headshot on the first guy you mentioned, he's down. Now just go crazy on the second. If you do it right, sometimes neither will have time to react.

I use many many guns, and they all fit me great, but the FAL is my flavor of the week for right now =].
I'm on the M16 because I'm going for all challenges completed on it (pre-prestige). That and the M21 EBR.

Edit: Also, how do you guys manage to keep going even without scavenger, do you just pick up another gun or what?
I try to see what guns others are using as I kill them, and if it's the same as mine, I make it a point to run over that gun and get the ammo. Of course, if I run out, I'm not opposed to picking up another gun. Just another one to practice.
Though usually when Scavenger is not being used, I'm usually using One Man Army. I would say Scavenger, definately the most used tier 1 perk. Then OMA, Marathon, Bling, Sleight of Hand. Have them all Pro. One Man Army, like Scavenger Pro, allows you to practically have limitless ammo. Unlike scavenger, you don't need to give up your position to restock. Just duck down, take several seconds (with Pro it's like 3 seconds), reselect the class you're on now, and boom...restock. It's why I use it with Sniper class, because you can lay a 2nd claymore, then OMA to have one on hand if you get someone with one. Can't lay down a 3rd until at least one blows up, or it'll blow up for you. I learned that the hard way when I tried setting up a third opposite of the first....bad idea.
