It's good to know that you get it at that rank. I'll be prestiging soon (I'm actually at 70 and can prestige) but I'm waiting and completing some challenges for emblems and titles before I do. At least that title gives me something to work for because it's an awesome title IMO.

The 10th prestige titles are a lot of previous ones, just with a gold background.
There is one for "Prestige 10", "The Silent", "The Flash", etc., etc. all for 10th prestige. There are also weapon challenges for 10th prestige, like unlocking everything for the UMP45 in 10th prestige gives you the UMP45 with a gold background.
