That's not an aimbot... that's just a large cross hair box and the enemies are highlighted red

In my opinion it looks like the enemy is outlined but he is still aiming. Also don't you think somoen with the capability of an aimbot would have the capability to make a better video? It's really hard to tell anything because of the quality.
