nope stinger 1 shot for anything, and i used to kill choppergunner like this with a stinger on favela when it comes in really close.

For stinger it all depends on how close you are to your target I guess ..

the problem is the lock on timer for the jav. il take the stinger, its faster and i get 2 rockets.
sadly stingers are only for killstreaks.
97 kills with the stinger and thins is what ive seen
with stopping power pro. choppers and harriers need 1
pavelows and chopper gunners need 2 (they drop flares)
ac130 needs 3 (drops 2 flares)

*these numbers are what ive seen and rockets are fired as soon as the target enters the map*

It works alot better if you get to high ground as well. For instance the cliff at the top of afgan, 1 shot from there and it's going down.
