lmfao 7 m4 shots in real life? with a small 9mm it can take as little as 1 shot depending on wear you hit them. for someone to take 6 shots from an m4 and survive; it would have to hit them only in their limbs. An M4 is one of a few standard weapons used by the military today and wouldn't be if it took 7 shots to kill 1 person.
But as for snipers not being one hit; they aren't one hit because you need stopping power, if it was one hit without stopping power it would be Unbalanced. This is why they put hardline, cold blooded and stopping power in the same perk slot because they are all powerful perks. I mean would it be fair to have stopping power And cold blooded at the same time?
