I feel like they should make it so you have to link your account in the playstation store with an account thats 10th prestige on CoD4 for the 4 maps DLC.

No, IW gets to decide if its free or not.

No. IW choose whether they want to implement a map in an update free, however even for that they need Activision's say so. Basically it works in a way that IW suggest a price, and Activision work off of that to get as much money as they can. IW make the DLC, suggest a price but it's Activision who actually come to sell it and choose a price.
