Sleight of Vision -
I wouldn't say it's useless, but I guess the Pro variant isn't strong enough to compete with Sleight of Hand and others. How about if I were to add "Quick Aim after Sprint" ability for the Pro. Would that make it more stronger than it was before?
Exceed -
Exceed isn't as OP as you think. I mean sure, the player gets 2 Primary Weapons of his choice with some extra grenades, BUT I see it that it isn't OP at all because out in the Battlefield, you can always pick up another Primary Weapon on the Ground and there, you have 2 Primaries! I do agree that the player will do like a Primary with a Shotgun for his other Primary, but I think I'd fix that if I were to add it in Tier 2, where they won't camp with shotguns using Cold-Blooded or something.
Tactician -
Why you say that Tactician is OP? Its just only boosting the speed in which only 1 person can capture. Think of it this way: If I was the only one capturing an Objective, I will be capturing it twice as fast, meaning I am capturing as if 2 players were on it instead of 1. But if another person comes, then well it doesn't change the speed unless 3 or more come help capture it to increase the speed even more. It's only helping the 1 player, all other players increasing the speed has been the game mechanics the whole time so I don't see it being so OP.
Stimulage -
Well, it's not that it's OP in Casual Gaming, but the ability to Increase Health regeneration is not useful in Hardcore, plus I agree that the knife will have to be a 1-Hit-Kill, but I hope that IW makes it so that there isn't any lunge or something in those lines for knifing, so I removed this perk. I only added this perk because I wanted to see if it would stay or not, it wasn't really a main perk.
Cold-Blooded + Concealed -
Ok...I just separated them because everyone agrees, so it stays.
Reconnaissance Pro -
What don't you get? If you were to throw a Smoke grenade out into the field, through the smoke, you were able to see enemies revealed in Red. Through the Smoke, think of it as SitRep except it's against Players. The perk is just to give more use with the Smoke Grenade besides just covering the map with smoke so everyone can't see.
Respirator -
I don't see how you think this is OP. This was in Black Ops and the only reason players didn't use it often is because it was hard enough to get the challenges to get done. Other than that it's pretty much the same as Tactical Mask in Black Ops, so I honestly don't see this being OP at all. Besides, everyone agrees that this perk was a very good Idea, just wished that Black Ops didn't make it so hard to obtain the real effect.
