This Perk List is completely unofficial. Perk System and Ideas are created by me alone, please reply with positive feedback (no hating what should be removed or what's OP without an explanation), meaning to give me new ideas, what could be changed, added, removed, switched, OP, and tell me why.
I will be making updates when needed or whenever I get an Idea that needs to be changed. Remember that I added certain Perks in their own specific Tiers for special reasons, so make sure you think how gameplay could look like if you were playing the game with those perks to your likings before making an assumption.

NOTE: Rulings below the perks are in Black.
Updates will be posted above this Introduction.

- Tier 1 -
Marathon - Unlimited Sprint
Marathon Pro - Climb/Jump Obstacles Faster

  • Marathon : Fully Sprint for an Unlimited Amount of Distance.
  • Marathon Pro : Climb/Jump Obstacles 50% Faster to avoid longer Vulnerability.

Ninja - Silent Footsteps
Ninja Pro - Silent Swaps/Sets + Quicker Aim after Sprint

  • Ninja : Footsteps become silent to avoid being alerted from enemies nearby.
  • Ninja Pro : Silently Swap Weapons/Equipment/Killstreak Calls/Bomb Case, in addition to set Equipment down Silently.

Scavenger - Resupply from Dead Enemies ~ {Except Attachments/Launchers}
Scavenger Pro - Start with Max Ammo

  • Scavenger : Ammunation and Grenades/Equipment are replenished in Ammo Packs from Dead Enemies, but only 1 Equipment can be placed at a time.
  • Scavenger Pro : Player is spawned with the Maximum Ammo Capacity a weapon can hold.

Sleight of Hand - Faster Reloads
Sleight of Hand Pro - Faster Swaps

  • Sleight of Hand : Reload Weapons 50% Faster than Normal.
  • Sleight of Hand Pro : Switch Weapons/Equipment/Killstreak Calls/Bomb Case 50% Faster than Normal, in addition to set Equipment down 50% Faster than Normal.

Sleight of Vision - Faster ADS
Sleight of Vision Pro - Reduce Flinch when Shot

  • Sleight of Vision : Aim Down the Sights 50% Faster than Normal.
  • Sleight of Vision Pro : Reduces Flinch when taking Damage, increasing the chances of hitting the target.

Bling - Equip 2 Primary Weapon Attachments ~ {Limited 1 Underbarrel}
Bling Pro - Equip 2 Secondary Weapon Attachments ~ {Except Launchers}

  • Bling : Allowing only 1 Underbarrel Attachment Equipped, Equip 2 Primary Weapon Attachments.
  • Bling Pro : Excluding Launchers, Equip 2 Secondary Weapon Attachments.

Exceed - Equip 2 Primary Weapons ~ {Replace Secondary Slot}
Exceed Pro - Equip 1 Extra Grenades/Equipment ~ {Except Smoke}

  • Exceed : Replaces the Secondary Weapon slot for an additional Primary Weapon of choice.
  • Exceed Pro : Excluding Equipment, Lethal/Special Grenade Slots are increased by 1.

- Tier 2 -
Hardline - Killstreaks require 1 less Kill
Hardline Pro - Re-Roll Care Packages

  • Hardline : Killstreaks require 1 less Kill to be awarded.
  • Hardline Pro : Randomly Select another Reward Once per Care Package.

Lightweight - Faster Movements ~ {Except Sprint}
Lightweight Pro - 50% Faster Package Captures + Reduce Fall Damage by 50%

  • Lightweight : Excluding Sprint, Moving become 25% Faster.
  • Lightweight Pro : Capturing/Stealing Care Packages become Faster, in addition for falling at a longer Distance by Reduced Fall Damage.

Tactician - Accomplish Objectives Alone 50% Faster
Tactician Pro - Increase Objective Capture Distance

  • Tactician : When Alone, Capturing Objective Speeds become 50% Faster.
  • Tactician Pro : The Distance of Capturing/Planting/Defusing an Objective becomes 25% Farther than Normal.

Cold-Blooded - Invisible from UAV + Invisible from Thermal
Cold-Blooded Pro - No Name/Crosshairs when Targeted

  • Cold-Blooded : Become Invisible from UAVs, in addition to become Invisible from Thermal.
  • Cold-Blooded Pro : When Targeted, Red Name and Crosshairs are not visible on Enemy HUD.

Concealed - Undetectable from Enemy Air Support ~ {Except UAVs}
Concealed Pro - Undetectable from Turrets + Invisible from Sensors

  • Concealed : Excluding UAVs, Become Undetectable from Enemy Air Support
  • Concealed Pro : Become Undetectable from Enemy Turrets, in addition to become Invisible from Sensors.

Blast Shield - Reduce Explosive/Fire Damage ~ {Except Killstreaks}
Blast Shield Pro - Reset Grenade Fuse Time

  • Blast Shield : Excluding Killstreaks, All Explosive Damage are 75% Reduced.
  • Blast Shield Pro : Picking up Grenades will Reset the Fuse Timer.

Stimulage - Faster Health Regeneration
Stimulage Pro - Reduce Enemy Melee Damage

  • Stimulage : Not increasing the Amount of Health Given, Health Regeneration become 50% Faster than Normal.
  • Stimulage Pro : Reduce 25% of Damage from Enemy Melees.

- Tier 3 -
Hardend - Increase Bullet Penetration
Hardend Pro - Increase Damage Against Objects/Killstreaks

  • Hardend : Weapon Bullet Penetration becomes 100%.
  • Hardend Pro : Objects/Killstreaks are inflicted with more Damage when Shot.

Steady Aim - Increase Hip-Fire Accuracy
Steady Aim Pro - Longer Breath Duration

  • Steady Aim : Weapon Crosshairs are 25% Reduced for better accurate Hip-Fire.
  • Steady Aim Pro : Hold Down Breath 50% Longer than Normal when Scoped.

Reconnaissance - Reveal Enemy Airstrike/AirDrop Locations on Mini-Map
Reconnaissance Pro - Reveal Enemies in Red through Smoke

  • Reconnaissance : Enemy Airstrikes or Airdrops are shown within a Red Area on the Mini-Map.
  • Reconnaissance Pro : Enemies are Revealed in Red looking through Smoke Grenades.

Scrambler - Scramble Nearby Enemy HUD
Scrambler Pro - Delay Enemy Explosive Equipment

  • Scrambler : Closer the Enemy, the more Static is made through Enemy's HUD.
  • Scrambler Pro : Enemy Explosive Equipment becomes 50% Delayed before Detonating.

SitRep - Reveal Enemy Equipment/Turrets/Packages in Red Throughout Map
SitRep Pro - Hack Enemy Equipment/Turrets/Packages

  • SitRep : Reveal Enemy Equipment/Turrets/Packages in Red Throughout the Whole Map.
  • SitRep Pro : Hacking Enemy Equipment/Turrets becomes Friendly, while Hacking Packages replaces the Award with a Bomb.

Respirator - Reduce all effects from Enemy Special Grenades
Respirator Pro - Indicator Reveals the Position of Flashed, Stunned, or Gassed Enemies

  • Respirator : All Enemy Special Grenades becomes 75% Less Effective.
  • Respirator Pro : Reveal Closest Enemy's Location around Crosshairs when Stunned, Flashed, or Gassed with an Indicator.

I know I will have the saying that "Stimulage" perk will be OP, but I have made sure that it wasn't OP at all. At first I though of having Blast Shield having it, but that would be OP because Blast Shield already has a Resistant ability.

Because I have only 6 perks in Tier 3, if you all can think of another Perk Idea that will not unbalance this list, please reply XD!

Respirator should be removed, as that it is very unrealistic. Also marathon should be corrected, no UNLIMITED sprint.

I don't like the idea of 'Stimulage' as that would mean people are harder to kill, and melee kills are one-hit so taking less damage would mean a melee wouldn't be one-hit which i think is something everyone will hate as it takes the pace out of the game.

What ive gathered from your ideas is:
Sleight of Vision Pro is useless
Exceed should be called overkill again
Tactition is too over powered
Stimulage is overpowered - Melee always kills in one hit, no point changing that
Concealed and cold blooded were gonna be in the game ( different names) but this apparently wasnt true
Reconnaissance Pro doesnt make sense
Respirator is also over powered :y:

I wouldn't say it's useless, but I guess the Pro variant isn't strong enough to compete with Sleight of Hand and others. How about if I were to add "Quick Aim after Sprint" ability for the Pro. Would that make it more stronger than it was before?

Exceed -
Exceed isn't as OP as you think. I mean sure, the player gets 2 Primary Weapons of his choice with some extra grenades, BUT I see it that it isn't OP at all because out in the Battlefield, you can always pick up another Primary Weapon on the Ground and there, you have 2 Primaries! I do agree that the player will do like a Primary with a Shotgun for his other Primary, but I think I'd fix that if I were to add it in Tier 2, where they won't camp with shotguns using Cold-Blooded or something.

Tactician -
Why you say that Tactician is OP? Its just only boosting the speed in which only 1 person can capture. Think of it this way: If I was the only one capturing an Objective, I will be capturing it twice as fast, meaning I am capturing as if 2 players were on it instead of 1. But if another person comes, then well it doesn't change the speed unless 3 or more come help capture it to increase the speed even more. It's only helping the 1 player, all other players increasing the speed has been the game mechanics the whole time so I don't see it being so OP.

Stimulage -
Well, it's not that it's OP in Casual Gaming, but the ability to Increase Health regeneration is not useful in Hardcore, plus I agree that the knife will have to be a 1-Hit-Kill, but I hope that IW makes it so that there isn't any lunge or something in those lines for knifing, so I removed this perk. I only added this perk because I wanted to see if it would stay or not, it wasn't really a main perk.

Cold-Blooded + Concealed -
Ok...I just separated them because everyone agrees, so it stays.

Reconnaissance Pro -
What don't you get? If you were to throw a Smoke grenade out into the field, through the smoke, you were able to see enemies revealed in Red. Through the Smoke, think of it as SitRep except it's against Players. The perk is just to give more use with the Smoke Grenade besides just covering the map with smoke so everyone can't see.

Respirator -
I don't see how you think this is OP. This was in Black Ops and the only reason players didn't use it often is because it was hard enough to get the challenges to get done. Other than that it's pretty much the same as Tactical Mask in Black Ops, so I honestly don't see this being OP at all. Besides, everyone agrees that this perk was a very good Idea, just wished that Black Ops didn't make it so hard to obtain the real effect.

Firstly I never said exceed was overpowered /facepalm and merely said it should be called the same as it was in COD4

Slight of vision Pro is very weak as you said

Planting from 25% is a very weak pro perk

You were saying about seeing airstrikes on the UAV so i thought you meant red dots on the UAV through smoke. Seeing enemys through smoke for a perk is also not worth a perk. Maybe a piece of equipment such as googles is more logical to do this than just a perk.

How can you say not being affected by stuns or flash is overpowered? and also being able to see the location of the nearest plyaer while stunned. Sounds very overpowered.

Well I made it so that Marathon can only Increase the Sprint Distance & Have Faster Sprint Recovery, so that it will kinda act like Unlimited Sprint, except players will have to stop and recover. I'm still thinking if Lightweight should be in Tier 2, because having to move faster can be a big bonus to avoid players from hitting you, but again, the faster movements will not affect the sprint because that is cheap.

Ok I gotcha. I agree on the Revealing Enemies in Red through smoke as if I am correct, Perks are most likely going to be replaced with Gear...to an extent, other than that who knows.
