Beta Testers do not report how to fix them, merely how to recreate them. It's up to the developers to come up with the methods for fixing them. Sure, beta testers can give their input, but that's not their job. They find the glitches and show the developers how to preform them so that they do them in a debugging and testing environment.
Inferior Beta testing is true, but only in the sense that there aren't enough people doing it, and not for a long enough time. In MW2, they had about 3 days.. hardly enough time. This time they're getting about a week... a little better, but still not enough. Bring onboard a few thousand people and let them play around for a month or so. That'll be far more effective.
