I see only the marks like that on the mw2 shield, personally i think it is better like this, if it crumbles away after being shot you are left with only one weapon.

If your brain can focus, you will see sharp pieces of glass forming in the Left-middle of the riot shield.

What you mentioned was in Mw2, not MW3.
With the balancing of explosives, decreasing knife lung and Rapid fire of Shotguns I can pretty much see the riot shield breaking in Mw3.
