The perks are balanced. I really don't see a flaw in it except for maybe Assassin. But the Tier 2 Perk slot is so amazing that it'll be a hard choice. Unless you're a faggot camper that doesn't play objective / or you're playing TDM or FFA, it's a really good choice to use Blast Shield. Hardline is the best Hardline yet in CoD. It was neat in BO, but they really got it right in MW3. You can throw a frag and two stuns, get a kill and two assists and bam there's a UAV. Couple that with Scavenger, you can basically just run around the map throwing stuns and I garauntee you that you'll rack up some killstreaks. Overkill is also a good contender for Assassin. Two primaries give you everything. You can run around with an Assault Rifle and a Shotgun with SoH Pro, which negates the slow weapon switch time. And it's basically a Scavenger too, since you have two primaries you basically have double the ammo. The possibilities are endless. You can run around with a Sniper and an SMG, which covers both long and close range. Quickdraw is SoH Pro which BO players loved so much. The faster animation is going to make stuns or any other special grenades (maybe Nova Gas of MW3?) much more usable.
So yeah, while Assassins' going to be good, we still can't tell until the game comes out. Will it be immune to Advanced UAV? If so, it's probably going to be a bit OPd but again, the perk two slot is loaded with a balanced set of perks, IMO.
I know the perks are balanced they some just seems to be in the wrong tier for me like why would they but assassin and blind eye in 2 different tiers? It just makes it more of a camping style perk if you have both. I think they would have put in a different perk in it instead of almost 2 similar perks. But overall I actually think this game IS balanced
