1) Will Prestiging reset a players Weapon Level?

ANSWERE YES. When you Prestige it resets everything.
Even if you used a Prestige Token on Unlock Gear, for example, say you used a Prestige Token on the SCAR-H and got it to max rank with Gold Camo, all attachments, etc... it will only keep the Stock weapon for the next Prestige.

2) When unlocking weapon proficiencies, are they all enabled at once or do you choose one?

3) To unlock weapon camouflage, attachments, and proficiencies, will you have to complete challenges or strictly earn XP?

You may only have one proficiency on one gun. I mean two attachments, less recoil, hold breath, less sway, increased range, reduced flinch when shot, faster melee, improved bullet penetration, faster movement, and more damage (on shotguns)?
