Ok, so after a LONG wait on hold, I got through to a representative over at Activision Chat.
This is what they said about the new update:

Really most of the improvements right now are on our end. As you know we had o make sure to update our servers due to the huge demand on them. As well as to smooth out the transition of players on multiplayer games. As you also know the Elite website is under maintenance as this update will assist in getting it stable.

So according to that, the new update was primarily for connecting issues and nothing concerning the game in general just encase anyone else was curious about what 1.03 brought.
