It means that you and that player share a common group. Click on their name and click "show common groups" to see which one it is.

Go on elite > go to the connect page > join a group

After that anyone you meet online in that group will have the symbol

I created a group on Elite, would that symbol appear in-game? coz it hasn't. When the game was released I saw a lot of players have that symbol and the group said cod_elite. But now I haven't seen anyone with the symbol.
