This is due to the fact that they are living outside the US in countries where the Playstation Store is unavailable. Some common errors are; "This feature is not available in your country" or "There are no items available for purchase at this moment" The solution for this to make a new account on your PS3, and make a new PSN account. It's very important that you put your country as United States. It doesn't matter what state you put as long as you put a legit address. After you completed your new online ID, simply go to the Playstation Store and search for Elite. You should find it at this point and select it. Click Download and wait for it finish downloading (it's about 70mb). After that, it will download Elite for every User on your PS3. So go to your user account (the one with your ID) and under the "Game" tab, there should be Call of Duty Elite. Simply enter the application and make a new account if you don't have one, or simply link your account if you already signed up (free or premium). I hope I helped you guys out.
