No it wasn't, that map was in the story mode in one of the missions

considering it was a file ALREADY ON THE DISC it wasnt player made

That's pretty lame. Not necessarily a new map.

Since it wasn't released I guess it's alright for them to release it now, but they really are showing some laziness. I don't know how much DLC (in map DLC) the game is supposed to get, but you guys (who are actually gonna buy/get the maps, cause I sure as hell am not) better hope they don't keep doing this for most of the other maps. If I was playing this game, I'd want completely brand new maps for this game. Not the same stuff off MW2, not story mode maps modded a little bit, not unreleased maps made back in 2008/2009, etc. Completely new. Created in 2012.
