I doubt you could gameshare them with people who havn`t got elite since they would be on the Elite playlist...
And they`ll come out when the playstation store updates.. don`t know the exact time for that.

I think its going to be nearly impossible to game share considering it was meant for only users who have elite. They probably, as said above, will have some sort of a playlist dedicated to premium members. However, I could be wrong because then they would need to make a seperate playlist for both elite users who get them and regular users who just buy the map packs.

That means if I got founder on my account and my brother plays on his account but on the same PS3 he won't be able to play the maps too ?

As said above this is just a theory. But if we assume this is what their plans are then yes, it will not be available for his account.
