So basically when you complete the campaign mission "Mind The Gap" A clip or segment plays of the "Davis Family Vacation" in London. There Is a mother, father, and daughter named Sarah. They are walking down a street in London, saying the same things you can hear the voices say on the multiplayer map Sanctuary. Then they are killed by a chemical truck explosion, hence the graveyard, tombstones, and ghostly voices.
