As others have said Terminal has been confirmed to not coming back to MW3 in the next DLC.
And this same list was posted when the game was released.

I would love Terminal to come back in MW3. It is a map I really loved in Free For All, Ground War was spoilt a little because of Noob Tubing. Hopefully there won't be any of that in MW3 if it does indeed return Smile
