Since there was no prestige 19 in the patch it doesn't have the prestige option.

Im fairly sure it does? It say's what prestige you are to?

I have 1.07 patch on both my ps3's and my main account is prestige 11. it appears as the mw2 prestige 11 and there is no prestige option.
