GSC modding on MW3 is never going to happen, especially when it hasn't been done on PC or XBOX yet.

Also the Didyouknow.csv will likely just contain the quotes displayed in the loading screens

I do imagine these are string tables, pretty much useless unless you have some knowledge with zones etc. and getting to know the table structure etc...
