They don't have to be "shit NOOBS" even if they want xp :dumb:
You can kill when suiciding too. I use choco's custom eboot which gives me normal points when killing and capturing flags, so I can kill without any risks of being banned at all. Also, I couldn't care less about being banned as mw3 is a shit game and it's only an account ban :p
And nope, killing with big xp gets you banned as you will get high on the leaderboards when killing. Suiciding does not kick you out as long as it's not more than 65k

you could always change the values yourself? BuC posting everything you need, it takes like a minute to change that

WoW are you Dumb Ive been Hosting Since day 1 of the mw3 xp being released and all i did was kill(never suicide) i got to 40 in the world and guess what ive never been banned, my m8 joins in suicides himself for a thew games he was banned and reset the nextday ! and anyway i put the xp in so all who get in when im using uav, modded ac so on, Stay in the lobby for the xp + there's no risk in being kicked because someone got too much xp !! You just dont have a clue, Go away.
