Here is the link to an earlier post. IT WORKS! Me and all of friends have all the perks. I have had all the perks right after I prestiged. Must have create a class opened!

I was playing with a lvl 47 that had Flamethrower

you need two accounts on same xbox
just equip the perk on the level 65 account then sign out still on the create a class screen
sign in to other account go create class and it will be there

ps dont have to be level 65 thats just if you want flamethrower
