1) Sign in to the acc that has the perks you want
2) Go to create a class apply the perks you want to any Class DO NOT LEAVE CREATE A CLASS
3) Sign out
4) Sign in with the account that you want the perks on
5) Go to Create a Class
6) All of the perks should be unlocked

Note: This does NOT work with weapons
