This happened to me and 3 randoms as well...I think on our third dog round. We could hear him growling in various different places at different times, but never spotted him. We gave up after ten minutes of searching and ended the game. Sorry, no explaination for you. Its a random glitch, I suppose.

I can only suggest that you teleport and hope for a nuke--but you'll def. get more dogs.
