not a glitch. It just happens. I knew this from a long time ago. I just thought all of these people on NGU would know this so I didn't want to waste my time. I only made it to level 87. I would make it to 577 (PSN name Boko577), but they are reseting the leaderboards as soon as they patch all of the glitches.
