Its just basically so you cant camp in one spot.. it wants you to move round the map frequently.

It's a frequent easter egg presented in the call of duty series. They put it in Call of Duty 4 in various places, one of which being in a tv in the map Chinatown in the cod 4 map pack. it was also in the MW2 trailer jumbled up with a bunch of other images in the game. I guess Treyarch had to go and steal that from IW too.
