Just because it shoots faster doesn't mean it's the best. If it shoots faster, you run out of ammo faster--unless you hit them with every single bullet since the bullets aren't that powerful. I prefer the barracuda because it causes more damage and only takes around 2 or 3 more seconds to reload compared to the reaper. It also has more ammo per clip and carried.
