But I firstly can get online with no downloading game settings and can get in a game, with full bars. Then once I leave the game I get downloading game settings which doesn't go away. It's annoying the hell out of me and on COD4 I cant get online AT ALL. This has been going for 3 days, Ive reset my router etc, anyone know the reason or know how to fix?

Nah I don't I had full bars in the first game I went into every time.. And on computer its fine aswell.

happend to my brother he left his ps3 on for a couple of hours then it finally downloaded.

turn router off for an hour. fixed mine.
