Hmm nice catch i copied the image and inlarged it and it does seem to be back there by jugg

It looked to far out to be anything with the jugg machine itself
Looked to be right around the door from the hall entering there

If not then there has to be sumthing were missing over there

I know after going over all the radios if the last one actually is a radio its a walkie, So maybe were missing it in that area, thou I've looked over that area extensively

ive never thought of it being a dog but idk. Dogs usually spawn in like a ball of electricity and they usually spawn at the closest spawn next to u

It looks like a dog spawn to me. Just saying, I've had them spawn up there playing solo.
