there isn't a download tab on the PS4. Instead go to library and then if the download is a game, then your library keeps the link to that game even after you delete it, so click there and it should download. Themes can be found in the settings tab.
Or you could go to You must login or register to view this content. sign in then got to download list. find what your are looking for then download to ps4. it'll will redownload it when you sign on to your console.

I did the sign in thing but it signs me out
