Not sure but if it's an emergency maintenance then give it about 2-3 hours but some source says Sony is investigating the problem You must login or register to view this content.
So chances are it may take longer if it's some idiot DDOS-ing the server; but odds are give it 2 hours as this isn't the first time PSN was Down without notice during people time off.

PSN has had a lot of server problems recently. It's usually a problem on their end. Just wait it out for a few hours.

Also, a license restore should unlock all of your content.
