Yes it is....
If you want to share with a third person follow the steps:
1. Original owner gameshares it with person 1 then they activate the account on their console and download content they want.
2. Original owner then logs in on PC and clicks 'eactivate all devices'
3. Person 1 cannot ever go on the account again.
4. Original owner gives details to a 3rd person who can then activate and then they can get the content too.

Only thing is I think you need to wait about 6 months everytime you deactivate all consoles from the website.
